Mrs. Elkins-Baker is a Licensed Professional Counselor (LPC) and a Certified Alcohol and Drug Counselor (CADC) and has worked in behavioral health field for 32 years, with 22 of those years working for the Single State Agency, Oklahoma Department of Substance Abuse Services (ODMHSAS).
While at ODMHSAS, Mrs. Elkins-Baker trained, implemented and provided technical assistance on the provision of case management services for those behavioral health agencies billing Medicaid (within Oklahoma), worked in partnership with Oklahoma Department of Human Services (OKDHS) to develop, implement and provide county collaboration for the Temporary Assistance to Needy Families (TANF), which focused on eradicating substance abuse within its welfare rolls and worked with Department of Correction’s (DOC) officials and ODMHSAS in developing treatment programs within DOCs facilities. Mrs. Elkins-Baker also developed and served as liaison with the Women’s Treatment Program’s (WTP) in the state of Oklahoma for all women only facilities and served as the Women’s Coordinator for Oklahoma through the Center for Substance Abuse Treatment’s (CSAT) “Women’s Treatment Network” (WTN).
While employed at Red Rock Behavioral Health Services she worked on a grant, CCBHC that would have significant impact on the state of Oklahoma; by integrating behavioral and physical health. Mrs. Elkins-Baker returned to her role as Clinical Coordinator at Jordan’s Crossing, a residential substance abuse facility that is home for women and their children. Jordan’s Crossing (which is a part of Red Rock Behavioral Health Services), helps the mothers overcome their addictions, become equipped for life and reintroduce them to their children and their children to a healthy mother; while in an environment that is healthy, nurturing and supportive. For some of their children, this is the first glimpse of a normal life.
